Double-Header

Double-Header is a 30th century man born with two heads. Despite the fact this is not really an effective super-power, he tries out for the Legion of Super Heroes and is rejected for having a useless "power" and for being twice as annoying as an average person. He would later join the Legion of Substitute Heroes (DCCP No.59, Jul 1983: "Ambush Bug II"; and others).
